Detective Sergeant Barry Harrigan [Stephen Tompkinson] returns from a two-year secondment in Hong Kong, emotionally and physically scarred after a mission that concluded in the death of a triad leader who also happened to be a police inspector. The triad had ordered Harrigan’s Newcastle home to be torched two years earlier, a blaze that claimed the life of his eleven-year-old daughter. His wife had died years before of cancer, leaving Harrigan to raise his daughter alone, a burden he carries as he tries to keep his city safe. With only six months left before retirement, he bumps up against the fastidious and pedantic acting detective inspector, Larson [Mark Stobbart], who wants him to ride out his last months without “rocking the boat.” The country is frayed by a miners’ strike, a three-day week, and frequent power cuts that strain urban life.

Harrigan’s instincts pull him into a handful of cases, starting with a simple burglary that opens a door to a much larger crime problem on a local estate. The Monkshire Estate is crumbling under fear and control by a local criminal team. The old section house has been closed for 18 months, and Billy [Maurice Roëves], Harrigan’s former sergeant, warns him that the place is a no-go zone. The local kingpin is Cole [Ronnie Fox], a vicious, ugly thug, whose enforcer is the ruthless Arty Dunstan [Craig Conway]. Harrigan is determined to nail Dunstan and break the hold on the estate.

The murder of an elderly informant, followed by the fatal accident of a child, accelerates Harrigan’s investigation. The clues point back to the Coles and the same shadowy network that has kept the area scared and divided. Billy becomes involved in Harrigan’s quest and is beaten to death by Cole, a brutal reminder of how far the criminals will go to protect their power. Harrigan presses Supt. Atkins [Shaun Prendergast] for permission to reopen a boarded-up section station on the estate, arguing that a visible police presence could make a real difference. Atkins grants him a small team, and Harrigan even has them paint the station doors with bright red letters proclaiming that the “Police station open.”

As evidence mounts, Harrigan connects the dots between the murder that shattered his own family, Billy’s death, and the deadly accident that began his fight. He takes the fight directly to Cole, arresting him in a public display that backfires and triggers a riot. The station is attacked and set ablaze by a wave of opportunistic criminals and power cuts complicate communication, leaving Harrigan and his team cut off from backup. With radios out and the city burning, Harrigan faces Dunstan in the street, alone for a moment as his team contends with chaos inside the building. In that tense confrontation, Harrigan confronts the man he believes was responsible for his daughter’s death, while Dunstan calculates that he has already won.

But Harrigan’s resolve is unbroken. He fights through the midnight chaos, driven by a personal vow to bring the truth to light and to see his daughter’s killer face justice.
