As William Luk (Louis Koo), a distinguished senior principal investigator, steps into the spotlight at the prestigious PanAsia Convention Against Corruption (PACAC) held in W City, his superior, Yu Sir, introduces him to the esteemed Chief Justice of Asia, Emma Pong (Jessica Hester Hsuan). Pong is about to lead a critical forum focused on sex trafficking in Hong Kong when the atmosphere shifts abruptly; chaos erupts as a desperate female suicide bomber takes Pong hostage, instigating a fierce gunfight led by the merciless criminal known as Sirius. In the extreme turmoil, Sirius ruthlessly eliminates Yu Sir, igniting Luk’s determination to take action against the terrorists himself. With dwindling supplies of ammunition, Luk manages to cleverly navigate the chaos, ultimately dispatching Sirius and forcing the remaining terrorists to flee amidst the carnage.

In the bustling city of Hong Kong, the ICAC is embroiled in investigations surrounding a sex trafficking operation that carries serious ramifications. Luk’s reliable informant, Wong Lam-luk, captures incriminating footage of Kwong Yat-long, a senior customs inspector, engaged in illegal dealings with a criminal named Chumook. The following day, Luk organizes his team, which includes Kenny Ching, to execute a covert mission at the Kwai Tsing Container Terminals to gather further information on Kwong. As darkness envelops the scene, they stumble upon a shocking revelation: a group of sex slaves is being unloaded from a container, precipitating yet another explosive confrontation between the ICAC and the traffickers. Just as the situation begins to stabilize, Police Inspector Lau Po-keung arrives with his unit, providing crucial backup support.

In a heart-wrenching moment, one of the rescued women shares her tragic odyssey of forced labor in Hong Kong’s seedy clubs, revealing the murder of her younger sister amidst the mayhem. As the investigation progresses, Ching uncovers a fact that complicates matters: counterfeit passports and visas hidden among the seized evidence indicate a grim conspiracy involving high-ranking officials from the Immigration Department facilitating human trafficking operations. Meanwhile, Ching faces off with his younger half-brother, Ching Fei-hung, a customs officer who was present during the chaos at the terminals. Fei-hung remains tight-lipped, further complicating their encounters.

As the police delve deeper into the web of criminality surrounding the PACAC and terminal attacks, they unveil that King, a notorious drug lord from the Golden Triangle, is orchestrating these crimes. Despite his infamous reputation, Judge Pong has been all too quiet in sanctioning King’s illegal operations while simultaneously freezing his assets. With Pong’s arrival in Hong Kong imminent, Yu Hung-sing, Director of the Crime and Security Bureau, moves quickly to assemble an interdepartmental task force to confront the escalating menace. Luk persists in leading the investigations while Lau shifts to the G4 department to safeguard Pong during her visit.

As the revelation unfolds, it becomes alarmingly apparent that King is but a pawn within a much larger scheme crafted by the enigmatic Siu Cheuk-ngah, the mastermind of an international human trafficking ring. Siu’s pernicious ambition is to eradicate every compromised official, including Kwong. When Pong arrives in Hong Kong, she is escorted by Lau and his team, all committed to ensuring her safety from potential threats. Their routine journey to a high-stakes forum soon turns perilous as terrorists ambush them on the freeway, igniting a frantic chase and shootout that leaves Alice, Pong’s assistant, seriously wounded. Lau urgently recommends that Pong seek safety outside Hong Kong, but her resolve remains unshaken; her personal connection to the human trafficking crisis compels her to stay, driven by the knowledge that Alice herself is a survivor.

Meanwhile, Luk uncovers Siu’s identity, only to find himself outsmarted as Siu signals for Schumook to silence him. A twist occurs when Luk receives a desperate call from Lam-luk, who claims his wife, Donut, is in dire straits. However, Lam-luk’s true motives are unveiled when he leads Luk into visiting a psychiatrist, insinuating therapy for his emotional turmoil. The sudden emergence of a suicide bomber in the elevator serves as a haunting echo of Lam-luk’s past—the loss of his wife in a similar incident six years ago. Overwhelmed with despair, Luk realizes he has unwittingly stepped into an intricate web of manipulation and tragedy.

In the meantime, as Ching attempts to extract the truth from Fei-hung, he finds himself in a dangerous game of cat and mouse. Fei-hung, pursued by relentless hitmen, must rely on his brother’s protection to evade capture. Eventually, they find refuge in a secure safe house, where Fei-hung finally confesses his involvement in moving a container filled with unwitting slaves, all under the pretense of Kwong’s directives, completely oblivious to the reality of his actions. Their reunion, however, is ephemeral, for Luk and his team soon close in on them, increasing the tension. Despite the mounting odds, Ching cleverly outwits them once more.

As Pong and her group prepare for a pivotal forum at the Hong Kong Cultural Centre, Siu stealthily manipulates events from behind the scenes. A disturbing phone call exposes Pong’s own involvement in accepting bribes from Siu, tarnishing her reputation. When Siu and his lawyer arrive at the ICAC to report Chumook’s crimes, the walls around Pong start to cave in. The shocking discovery of her participation in money laundering further intensifies Luk’s urgency to safeguard her, as she is the sole individual with the potential to incriminate Siu.

The atmosphere escalates to a climactic showdown at the forum, where Pong’s forthcoming confession lays bare a sordid lineage marred by corruption. Her father, a former judge, fell victim to bribery, a shadow she has regrettably continued out of loyalty to his name. Just as Luk arrives to provide support, Fei-hung is captured by terrorists and strapped into a wheelchair rigged with explosives.

The ensuing turmoil unfolds at the Space Museum, where EOD officers scramble to neutralize the bomb. In the midst of this high-stakes standoff, King surfaces, taking Lau hostage and instigating chaotic gunfire between the ICAC and police forces. Pong’s quick thinking provides enough disruption for Luk to wrestle the weapon from King’s grasp. As King inches closer to detonating the explosives, Luk takes the plunge, devising a desperate strategy to ensure the safe evacuation of all involved before impending doom descends. Tragically, as the explosive scheme reaches its climax, both King and Luk lose their lives in a catastrophic explosion that wreaks havoc in the vicinity.

As the judicial system finally zeros in on Siu’s devious undertakings, he cunningly shifts blame onto his unsuspecting accomplice, Chumook, culminating in a mere fifteen-year prison sentence for her. However, fate’s narrative takes a bitter turn as they exit the courthouse; a vengeful survivor of Siu’s trafficking ring unleashes brutal retribution against him for the loss of her sister. With a steely resolve, Chumook locks her gaze on Siu, and in a defiantly tragic twist, she uses a knife plunged into her own body to deliver a counterattack, ending their lives as her own drips away.

Meanwhile, despite being convicted for obstruction of justice, Pong escapes the harshest sentencing, receiving a reduction to three years due to her lengthy commitment to international law enforcement. In stark contrast, Fei-hung grapples with a two-year sentence for accepting bribes, though his cooperation in unraveling the intricate sex trafficking case softens the blow of his punishment.
