Aboard a commercial Boeing 747, terrorists hijack the flight and blow a hole in the hull. U.S. Marshals brothers Terry and Pete Nessip watch as Terry is sucked from the plane and killed, and the hijackers parachute out with their hostage, Leedy. The mastermind Ty Moncrief makes his escape by skydiving, initiating a plan that hinges on using Leedy to hack a DEA mainframe.

Pete wonders if the hijacking is a clever prison break intended to free Leedy. The FBI dismisses the possibility, claiming parachuting from that altitude and speed is not survivable. Devastated, Pete resigns from his job.

Pete meets a US Navy high-altitude parachuting instructor who confirms that jumps from 30,000 feet have been done, but the gear would evade detectors and require rare skill. He notes the operation would be extremely risky and suggests the world-class jumper Don Jagger could perform it. However, Jagger's whereabouts are unknown.

Pete is steered toward Jagger’s former partner, Jessie Crossman, a reckless ex-con who runs a Florida Keys skydiving school. She agrees to train Pete if he sponsors her team for the Independence Day parachute exhibition. Jessie does not yet know Ty is part of the hijack crew.

An apparent hijacking passenger exposes Jagger’s identity, and soon afterward Jagger is found dead, tangled in high voltage power lines. Jessie determines that Ty engineered the murder and swears revenge. The revelation sets the stage for a personal vendetta and professional alliance.

Jessie breaks into the police impound to examine Jagger’s parachute and discovers evidence that Ty arranged Jagger’s death. She resolves to avenge Jagger and uses this discovery to join Pete’s effort against Ty. The revelation links Ty to the broader hacking plot.

Pete learns Ty’s plan to hack into the DEA mainframe and recruit a parachuting team to assist. The remaining parachuting crew agrees to help, though they suffer a setback when Selkirk is severely injured by a faulty parachute that Ty had intended for Jessie. The danger underscores the stakes of the mission.

Jessie infiltrates Ty’s parachuting aircraft and holds the men at gunpoint to press for answers about Jagger’s death. Ty’s crew force her out, and Jessie loses her grip, free-falling as Pete and the others arrive to rescue her. The team rides a tense descent toward the DEA mainframe building below.

Pete and the parachuting team reach Jessie during the rescue and bring her safely down, then land on the roof of the DEA mainframe office building where Ty has already arrived. Pete fights his way through Ty’s men to gain access to Leedy and the mainframe, intending to stop the invasion.

Pete breaks into the DEA mainframe control room and, with the team’s help, eliminates Ty’s guards. He takes Leedy hostage, threatening to free him only if Leedy’s data is secured and Ty is stopped.

Ty abducts Jessie, threatening to kill her unless Leedy is released. Pete and Ty clash in a brutal fight that ends with them tumbling from the window, leaving Pete to deploy his emergency parachute while Ty plummets to his death.

Swoop leaps from the building with a parachute and tackles Leedy, preventing him from escaping in the chaos. Pete lands safely on the ground and is escorted away by paramedics as the immediate danger subsides.

Police and agents wrap up the incident as Leedy is contained, and Pete jokes that he might try skydiving again in 40 or 50 years. Jessie nods, signaling a cautious future in the sport as the action closes. The film ends with a reminder of the cost of the operation and the resilience of the survivors.
