During summer vacation, Nobita discovers a tiny rocket containing Papi, the president of the distant planet Pirika, who's fleeing rebels. Initially bewildered by Papi's miniature size, Doraemon and his friends befriend him, using the “Small Light” gadget for fun. However, a massive, whale-shaped space battleship arrives on Earth, targeting Papi and threatening Doraemon and his friends. Feeling responsible for bringing danger to Earth, Papi attempts to confront the rebels, prompting Doraemon and his companions to journey to Pirika to protect their friend and his planet.
