Blue earns a living by scavenging metal in a crowded, near-future city. She travels with a friend who wants to be tested at the Helping Hand clinic. Outside the Helping Hand clinic, a warning card questions the regime's logic: 'Why is sickness a crime? Why is hospital a prison? Why does the helping hand hold a gun?' Blue is unsettled by the ominous signage and the clinic's coercive aura. She then encounters an activist named Torch who will become central to the resistance.

The resistance explains its mission to counter quarantine by testing outside official channels and by rescuing people being held. They also distribute condoms and clean needles to reduce harm and disease spread. The film contrasts these actions with government advertisements that preach obedience and fear.
