After an underwater accident she discovers she can breathe underwater, and learns from her grandfather that she is descended from the mythical sea‑people. Exploiting local fears, politicians incite a war between the city dwellers and the hidden aquatic race to divert attention from resource shortages, leaving Elfie torn between both worlds.
