When day‑dreaming tailor Wenzel is dismissed for cutting a lavish frock for himself instead of the mayor, he is allowed to keep the garment. Wearing it as he leaves, a passing puppeteer mistakes him for nobility, addressing him as “Count.” He is taken to Goldach, where the townspeople, convinced he is Count Stroganoff, the ambassador to the Russian Czar, receive him with great deference.
