China O’Brien, Cynthia Rothrock, is a skilled police officer who also leads martial-arts classes for her fellow officers. A violent clash with a gang ends in the accidental death of a young boy, and the tragedy drives her to resign from the force and return to her hometown of Beaver Creek, Utah. On her way into town, she crosses paths with her former high school sweetheart Matt Conroy, Richard Norton, reigniting old feelings and setting the stage for a new kind of challenge.
Back in Beaver Creek, China seeks out her father, Sheriff John O’Brien, and ends up at the Beaver Creek Inn, where she discovers a hostile situation: her father has just arrested one of the men there. The tension finally leads to a confrontation at the station, where John O’Brien, David Blackwell, is trying to hold a fragile line against growing crime. The town is slipping under the influence of Edwin Sommers, a ruthless crime boss who wields power through a corrupt deputy, Marty Lickner, Patrick Adamson, and a compromised local judge, Harry Godar, Judge Godar, Will C. Hazlett. The murder of stability comes with car bombs that claim John O’Brien and an honest deputy, Ross Tyler, Chad Walker, plunging Beaver Creek into an emergency election for a new sheriff.
Seeing the rising mood of the townspeople, Matt tells China she has broad support, and she makes a bold decision: she will run for sheriff against Lickner and aim to restore order. The race becomes not just a political contest but a campaign to reclaim the town’s soul. With Matt by her side and the aid of Dakota, a Native American biker whose mother was murdered by Sommers, China begins to clean up Beaver Creek. Dakota, Keith Cooke, lends his strength and street sense to the effort, and together they push back against the entrenched corruption that has dominated the community.
China’s victory in the election triggers a brutal backlash. Maria, who had cared for her father’s household, is murdered in a drive-by shooting during the victory celebration, a chilling reminder of Sommers’s reach. In the wake of the tragedy, China must secure her authority by getting Judge Godar to swear her in as the town’s new sheriff. Once officially deputized, she commissions Matt and Dakota to help dismantle Sommers’s hold on Beaver Creek and to bring him to justice.
The plan starts with decisive action: they bulldoze the house Sommers had used as a base for distributing drugs, signaling a broader crackdown on his network. The action-riddled sequence intensifies at the Beaver Creek Inn, where Dakota confronts Lickner about his mother—an admission that Sommers was responsible for her death shakes the foundation of the boss’s operations. Dakota seizes Lickner’s gun and rides off to Sommers’s estate on his motorcycle, determined to force a confrontation.
China senses Dakota’s intent and, with Matt in pursuit, follows the trail to Sommers’s home. Dakota locates Sommers at the stables and levels his weapon, but he exercises restraint; when China and Matt arrive, Sommers remains alive, and the confrontation turns into a tense standoff. Matt deliberately handcuffs himself to Sommers, sealing a dramatic moment as they prepare to move out. In a final, fatal twist, a woman Sommers had kept captive shoots and kills him, tearing away any last chance for his escape.
In the aftermath, China faces the grim task of justice and reconciliation. The next day, she asks Dakota about his future plans. He says he will stay for the trial, and China hints that a man like him could be useful in Beaver Creek’s future. Dakota laughs at being a cop, but Matt’s reminder—“let’s talk about it over a beer”—suggests a possible future collaboration, and perhaps even a new start for the town she has vowed to protect.
This story blends action, community resilience, and a determined pursuit of order in the face of corruption, all centered on a sheriff who refuses to abandon the people she has sworn to serve.
