China O’Brien, Cynthia Rothrock, is a skilled police officer who also leads martial-arts classes for her fellow officers. A violent clash with a gang ends in the accidental death of a young boy, and the tragedy drives her to resign from the force and return to her hometown of Beaver Creek, Utah. On her way into town, she crosses paths with her former high school sweetheart Matt Conroy, Richard Norton, reigniting old feelings and setting the stage for a new kind of challenge.

Back in Beaver Creek, China seeks out her father, Sheriff John O’Brien, and ends up at the Beaver Creek Inn, where she discovers a hostile situation: her father has just arrested one of the men there. The tension finally leads to a confrontation at the station, where John O’Brien, David Blackwell, is trying to hold a fragile line against growing crime. The town is slipping under the influence of Edwin Sommers, a ruthless crime boss who wields power through a corrupt deputy, Marty Lickner, Patrick Adamson, and a compromised local judge, Harry Godar, Judge Godar, Will C. With Matt by her side and the aid of Dakota, a Native American biker whose mother was murdered by Sommers, China begins to clean up Beaver Creek. Dakota, Keith Cooke, lends his strength and street sense to the effort, and together they push back against the entrenched corruption that has dominated the community.

China’s victory in the election triggers a brutal backlash. Maria, who had cared for her father’s household, is murdered in a drive-by shooting during the victory celebration, a chilling reminder of Sommers’s reach. In the wake of the tragedy, China must secure her authority by getting Judge Godar to swear her in as the town’s new sheriff. Once officially deputized, she commissions Matt and Dakota to help dismantle Sommers’s hold on Beaver Creek and to bring him to justice.

The plan starts with decisive action: they bulldoze the house Sommers had used as a base for distributing drugs, signaling a broader crackdown on his network. The action-riddled sequence intensifies at the Beaver Creek Inn, where Dakota confronts Lickner about his mother—an admission that Sommers was responsible for her death shakes the foundation of the boss’s operations.
