After Simon, a Jewish police inspector, busts a drug‑smuggling cargo ship and arrests Karim, a Muslim suspect, he discovers Karim is actually a covert military‑intelligence operative. Unaware of Karim’s mission, the two reluctantly join forces, following the narcotics trail that leads them into a confrontation with Middle‑Eastern terrorists.
