In a Taliban camp in the Dasht-e-Madar desert, Col. Huzefa interrogates a captured man believed to be RAW. The man betrays his colleague and reveals RAW operations in exchange for money and safe passage, but the ploy is exposed as a ruse. The two infiltrators overpower their captors, escape, and rescue a girl named Farah.

The escapee is revealed in New Delhi as Agent Vinod, not Rajan, and a video from Rajan in Russia mentions '242' moments before Rajan is shot dead. RAW chief Hassan Nawaz assigns Vinod to uncover what '242' refers to. This marks the official start of Vinod's cross-border operation.

Vinod travels to St. Petersburg to intercept the criminal don Abu Nazer and nearly gets captured. He uses quick thinking and force to escape, ultimately killing Abu during the confrontation. The encounter demonstrates Vinod's willingness to operate with lethal efficiency.

Vinod arrives in Tangier, Morocco, and assumes the alias Freddie Khambatta to blend in. He meets Russian mafia boss David Kazaan and his personal Pakistani doctor, Ruby Mendes. The encounter sets Vinod on a dangerous path toward the truth behind '242'.

Vinod hacks Kazaan's phone and discovers that Ruby Mendes is actually Iram Parveen Bilal, a British-Pakistani operative secretly working for ISI. The deception deepens as Vinod realizes the web of loyalties around him. He continues to close in on the truth about '242'.

ISI chief Col. Iftekhar Ahmed is shot dead in Pakistan by Col. Huzefa after news of defectors leaks out. A faction of rogue ISI colonels, including Huzefa, begins plotting a nuclear strike on India. The conspiracy widens beyond personal ambition to a broader threat.

Back in Morocco, Kazaan locks the detonator with a password and hands it over to the enigmatic 'Colonel', who arrives to oversee the operation. Vinod and Iram resolve to cooperate to stop the impending disaster. The stakes are raised as the bomb's fate hangs on a single password.

The 'Colonel' captures Ruby and uses her to locate Vinod, then deceives Vinod's contact, leading to a shootout that lands Vinod in a hospital. He fights his way out and reunites with Iram to press on with the mission. The betrayal accelerates the clock toward a global crisis.

The 'Colonel' travels to Riga, Latvia to acquire the bomb, aided by rogue mercenary Jimmy who is to detonate it. Vinod and Iram pursue their target across Europe to prevent the detonation. The international chase intensifies as the clock ticks.

The pursuit leads Vinod and Iram to Karachi, where they bump into Farah at a function attended by Col. Pasha. They are captured by Col. Huzefa but manage to escape, continuing their mission to stop the rogue plot. The city becomes a new battleground for the conspiracy.

RAW infiltrates the house of an old man known as 'Professor', who has ties to Colonel. Iram visits in disguise, and the professor tries to kill her but is neutralized. They discover a plan to smuggle the detonator from Karachi into India by sea, with New Delhi as the ultimate target.

The trail leads to Delhi, where Jimmy arrives and tries to locate the bomb, triggering a grenade and chaos. Iram encounters Colonel, disguised as a pilot, and is fatally shot but manages to expose him to Indian security. They deduce that Kazaan's camel name 'Zilleh' is the detonator password, and Vinod prepares to defuse the device.

Vinod uses the password 'Zilleh' to defuse the detonator, but Iram dies from her gunshot wounds. He records a confrontation with Metla to expose his role and ensure the confession reaches a Lashkar-e-Taiba cell listening in London. A suicide bomber later eliminates Metla at a public function, and the film ends with Vinod seen on a Cape Town beach, suggesting his next mission.
