In New York City, 007 and 002 meet at a bar to swap information about His Voice and its network. Pyunma's fossil discovery—a bone resembling an angel's skeleton—suggests a possible link to the mystery. The scene underscores how global intelligence communities are converging on the same threat.

Joe Shimamura lives as a high school student with memories blocked and reset every three years by Professor Gilmore. He constantly hears His Voice through his cybernetic brain, while falsely believing he has an unseen circle of family and friends. His girlfriend Tomoe feels oddly familiar to him, hinting at a deeper connection.

Joe is about to plant a bomb at the Roppongi Hills Tower when 005 and 003 intervene to reactivate his memories. Dr. Gilmore suspects the scheme is engineered by the United States' NSA to reassert global power. The event reveals a manipulative conspiracy that entwines personal fate with geopolitical stakes.

In Dubai, a B-2 bomber controlled by His Voice launches missiles toward the city. 002 pursues while 009 uses his Acceleration mode to shoot them down. During the confrontation, 009 is knocked off the plane by 002, and the pilot detonates a nuclear bomb that obliterates Dubai. 009 escapes through speed but is left unconscious on a beach as the EMP disables communications.
