Ravi is a spirited young man from Thoothukudi who dreams of becoming a police officer like his idol, the Encounter Specialist Devaraj IPS. After completing his PUC, he heads to a Chennai college while also earning a living as an auto rickshaw driver, determined to prove that dedication can overcome obstacles. In the bustling city, he crosses paths with Susheela, an IT professional, and an earnest romance begins to take shape. Although she rejects him at first, a warm nudge from her grandmother, Sukumari, helps soften her heart and gives their relationship a chance to grow.
Meanwhile, Chella, a notorious gangster and womanizer, sets his sights on Ravi’s friend Uma. Uma is devoted to a charitable cause, and during a public encounter Chella shows a questionable generosity by slipping a rupee into her jacket, a gesture that leaves Uma both unsettled and ashamed. She confides in her father about the incident, and Ravi quickly learns of the trouble. Fueled by protectiveness, he intervenes and defends Uma by beating Chella, an act that lands Chella in the hospital and rekindles the old flame of danger around Ravi.
This spark draws Vedanayagam, the powerful don who is Chella’s father, into direct conflict with Ravi. Vedanayagam collaborates with his right‑hand man, a corrupt police officer, to unleash turmoil on Ravi’s life. Soon, Ravi is framed in a false drug-smuggling case and expelled from college, a blow that tests his resolve and sets him on a heavier path. Suseela, moved by Ravi’s plight, pleads with the seasoned policeman Devaraj to intervene. Yet Devaraj is reluctant, his past haunted by Vedanayagam’s cruelty and the losses he has suffered at Vedanayagam’s hands, including blindness in a younger version of himself.
With the support of trusted colleagues within the police, Devaraj helps extricate Ravi from a planned “fake encounter” orchestrated by Kattabomman, a corrupt enforcer tied to Vedanayagam’s scheme. This turning point leads Ravi to adopt a new, more public-facing identity: “Police” Ravi, a relentless crusader determined to drain Vedanayagam’s illegal empire and restore faith in the people. The battle grows personal when Vedanayagam retaliates by killing Ravi’s close friend Sugu, Ravi’s steadfast ally and confidant.
Enraged, Ravi answers with decisive action, taking down Chella as retribution for the bloodshed. Vedanayagam, fearing the loss of his political ambitions, schemes to become a minister to shield his illicit activities. As the net tightens, the police close in and Vedanayagam is arrested. In a climactic moment, Ravi signals Vedanayagam’s location to Devaraj just as the ministerial plot collapses, enabling Devaraj to carry out the final arrest and put an end to Vedanayagam’s reign of crime. Reinstated, Devaraj offers to promote Ravi to the police force, but Ravi humbly refuses, declaring that the police he sought to emulate is already within him and that is enough to carry him forward.
