Five years after the original, a gangster frees Yeung’s former serial‑killer, Chong, and ships him to San Francisco’s Chinatown. NYPD detective Tarek Richards spots copycat murders marked by a claw‑shaped scar and calls his former partner, Linda Masterson, for help.
