Five years after the original, a gangster frees Yeung’s former serial‑killer, Chong, and ships him to San Francisco’s Chinatown. NYPD detective Tarek Richards spots copycat murders marked by a claw‑shaped scar and calls his former partner, Linda Masterson, for help. Chong isn’t the culprit; he’s being exploited by crime lord Dai Lo Fu, who seeks to fuse his energy with Chong’s to open a portal that will let him smuggle modern artillery into Qing‑era China and seize power.
