The Inspector General

Georgi is kicked out by Yakov after revealing the elixir they peddle is fake. Hungry and aimless, he wanders into the town of Brodny. There, he is arrested for horse theft when caught trying to eat from a horse's feedbag, and he is sentenced to hang the next day.

The Mayor and his corrupt underlings fear the Inspector General is nearby and mistake Georgi for the real Inspector in disguise. They coddle him and pressure him to leave town, hoping to avoid trouble. Georgi plays along, unaware of the danger his presence invites.

Georgi reconnects with Yakov, who poses as an advisor to Georgi. Yakov reveals the suffering the Mayor inflicts on the townsfolk and sets the stage for Georgi to help the town find justice. The duo starts conspiring about how to expose corruption.

To buy back the church organ bought with tax money and sold off, Yakov convinces Georgi to collect bribes. He privately negotiates with the Mayor for a much larger sum, using Georgi as a pawn in the scheme. The plan widens the town’s corruption instead of solving it.

The Mayor's wife falls for Georgi, while Georgi himself has fallen for Leza, the mayor's kitchen maid. Leza inspires him to be a better person and to rescue the town from oppression. Emotions pull him toward acts of honesty amid growing danger.

During a party held in his honor, a friend of the real Inspector General nearly unmasks Georgi. He narrowly avoids exposure and keeps up the façade under mounting scrutiny. The close call increases the risk of a fatal backlash from the Mayor’s faction.

The Mayor and his cronies decide to kill Georgi and lure him to a barn where a woodcutter would murder him. The plot relies on deceit and fear to silence Georgi before he can reveal the truth. This marks a turning point where Georgi’s fate seems sealed.

Yakov learns of the plan ahead of time, knocks Georgi unconscious, and arranges a grim illusion by placing Georgi’s head through a hole in a table to resemble decapitation. The Mayor pays Yakov for his risky deception, and the plot fails. Georgi escapes immediate danger, while the scheme exposes the criminals’ fear of discovery.

Georgi awakens, stops Yakov from fleeing with the money, and escapes with Leza. They flee the danger together, seeking safety and a new start away from the corrupt power structure. Their bond deepens as they evade the Mayor’s reach.

The real Inspector General arrives in the region just as Georgi returns to Brodny with Leza and the church organ. Georgi is arrested by local authorities, though his actions are now known to be honest and intended to help the town. The appearance of the Inspector heightens the tension between order and corruption.

Yakov pockets the Inspector’s credentials, briefly saving Georgi’s life by providing a lifeline in the crisis. Georgi refuses to have the real Inspector executed and openly admits his true identity. The honesty allows the Inspector to reassess the charges against Georgi.

Moved by Georgi’s honesty, the Inspector gives him the Mayor’s chain of office and names him the new Mayor of Brodny. He quips that they’ll put something else around the previous mayor’s neck. The transfer marks a dramatic turn in the battle against corruption.

Yakov becomes the new chief of police, and Georgi and Leza become a couple. The town celebrates the official appointment of Georgi as Mayor, marking a hopeful shift from fear to reform. The story closes with a festive sense of new beginnings for Brodny.
