In post‑World II Estonia, Young Communist League activist Mait Kukemeri arrives at the Metsa collective farm riding in a travelling cinema truck. As commissar of the spring sowing he must rally the workers to the fields despite flooding that soaks boots and sinks machinery. Farm head Harald Tuvikene stalls, defending his peasant experience against absurd central orders. Kukemeri is forced to choose between doing what is right and obeying party demands to advance his career.
