Marty Malone [Victor McLaglen] is a member of a street gang called the “Death Avenue Cowboys,” a tight-knit group of impoverished kids in Hell’s Kitchen, New York. As the crew eyes a fruit warehouse for a quick score, Marty stages a distraction by starting a small fire to pull the watchmen away. The blaze spirals out of control, and he is caught by the police. Even under intense questioning, he refuses to name the other gang members, choosing loyalty over self-preservation and sparing his friends from punishment. The authorities send him away to a reform school for delinquents, a setback that shapes the rest of his years.

Many years pass, and Marty has transformed his life into a powerful enterprise as the owner of the Cigarette Club, a cabaret and casino that pulses at the heart of Manhattan nightlife. In managing his business, he enlists trusted men to handle troublesome debtors, and a violent incident unfolds: the goons, Sam Diamond [Frank Jenks] and Frank Diamond, beat a customer to death and attempt to stage the tragedy as a simple accident sparked by a falling neon sign. The homicide squad, led by the O’Mara brothers—the sturdy Joe O’Mara and the steadfast Mike O’Mara—takes on the case. Although the death is initially ruled an accident, Joe grows increasingly convinced that murder lies behind the evidence: the sign’s support appears to have been cut rather than broken by an act of nature.

That same evening, a reunion dinner at the Cigarette Club brings Marty’s old friends together, weaving the past and present in a single room. Jerry Donovan [Paul Kelly], now a priest, and Helen McCoy [Beatrice Roberts], who has become one of the club’s performers, mingle with the adults. Helen and Mike share a dance, and Helen’s affection ultimately rests with Mike, creating a complicated triangle with Marty’s lingering hopes. Joe, restless and eager to uncover the truth, slips away from the dinner to reexamine the crime scene, only to be confronted by Diamond and Sam, who trap him and push him off the roof to his death. The moment confirms Joe’s suspicions about a murderous conspiracy, intensifying the tension around Marty’s circle.

The fallout continues as Diamond and Sam widen their scheme. They rob a jewelry store, plant evidence, and send incriminating notes to Mike, hoping to drive him into a fatal confrontation with Marty. Mike’s anger boils over, and he nearly kills Marty, but Jerry intervenes and ensures that Mike is arrested instead of acting on his impulses. Diamond and Sam escalate their plan by targeting Polar Gardens, a beloved ice skating venue, and kidnapping Helen to force Marty into cooperation.
