A hooded figure appears at the doorway of a building and leaves behind an alarm clock that suddenly starts smoking. The clock explodes, blowing the building to smithereens. This dramatic act marks the Mad Bomber's terror sweeping across the city.

Newspaper headlines announce the Mad Bomber's reign of terror and the successive explosions across the city. The police intensify their search and issue a $2,000 reward for information leading to the bomber's capture. The city remains on edge as officials promise more patrols and alerts.

Bomber Prep and Next Target

In the Mad Bomber's hideout, he disassembles an alarm clock and stuffs it with dynamite, a black bomb, skyrockets, and firecrackers, turning it into a device he calls capable of blowing up an entire city. He studies a map and marks the Blotz Building as his next target with an X. After securing the bomb, he dons a black hat and cloak and heads out into the night.

Porky Seeks a Soda

At the ice cream parlor, Porky discovers he has only five pennies, not enough for a full soda. He asks for half a soda, but the manager tells him he still lacks five more pennies. Disappointed, Porky begins to scheme how to earn the remaining coins.

Penny Returns and Small Rewards

A rich gentleman drops his cane; Porky retrieves it and the gentleman rewards him with a penny, making Porky dance with joy. He then helps a fancy-dressed lady by returning a glove and later obtains a handkerchief for Mrs. Cudd, earning more pennies along the way.

The Nickel Heist

On his quest for pennies, Porky spots a shiny nickel on the pavement and reaches for it. A scotty dog suddenly zips by and steals the nickel, denying Porky the coin he hoped would seal the soda deal. The dog makes no acknowledgment or reward, leaving Porky no closer to his goal.

Bomb Placed at Blotz Building

On the same street the Mad Bomber stops outside the Blotz Building, activates the timer, and plants the time bomb at the base. Porky, thinking it's just a clock and believing the Bomber will reward him, pockets the bomb hoping for a penny.

Chase Through the City

The chase leads through several buildings as Porky pursues the Bomber, who ducks into a garage and then threads up a fire escape to an apartment roof. Porky follows through the openings and corners, trying to hand back the bomb at every turn.

Manhole Escape and Capture

To escape, the Bomber crawls out from under the street and tries to hide by ducking into a manhole, vowing to blow Porky up. Porky pops out from another manhole, grabs the bomber's cloak, and the two are spotted by pursuing police who mistake Porky for the attacker.

Hideout Barricade and Final Stand

The Bomber locks five doors to his hideout entrance and barricades the last with furniture, hoping to wait out the police. Porky reappears and continues to hand back the bomb, while the police close in and the Bomber makes a last desperate attempt to flee into the paddy wagon.

Porky Delivers the Bomb

Porky shoves the smoking bomb into the paddy wagon as the police arrive. He expects a penny for his trouble, but the wagon drives away toward the City Jail and the bomb explodes on its creator.

The Chief of Police rewards Porky with the $2,000 cash prize for catching the Mad Bomber. Porky dances a victory jig, but the money bag bursts open when it lands on his head.

Back at the ice cream parlor, Porky spends about six dollars of the prize to buy roughly 60 ice cream sodas. The feast ends the cartoon as the cartoon ends, with Porky happily chugging sodas and reveling in his victory.
