The film opens with a giant comic panel rushing toward the camera. The characters from Dennis the Menace, Gnasher, Minnie the Minx, the Bash Street Kids, and the Three Bears spring to life and begin interacting, often by harassing each other.

Walter enters a ventriloquist act with a teddy, while Dennis performs with a prisoner-themed dummy. The dummy’s screams are revealed to come from a parrot trapped inside, escalating the Softies’ performance with a string quartet. Dennis, Gnasher, Curly, and Pie-Face turn the softies into living puppets, and a broken branch sends everyone tumbling as the fleas on Gnasher induce a frenzied dance that wins first prize.

Professor Quaver arrives as Bash Street School’s new music teacher. The kids can’t play instruments or sing, preferring a noisy football chant instead. Quaver finds Winston’s yowling more pleasant and even conducts the school cat with a baton.

Gnasher teaches Gnipper a trick to snag a free hot dog by barking at a customer. The plan works until Gnipper gets splattered with ketchup, ruining the ruse and triggering more canine mischief.

The Three Bears head out to find dinner and steal Hank’s horse to haul gear. They end up at sea after a fall, chased by a shark, and later stumble upon a cowboy barbecue on land. Ma and Pa disguise Ted as a cowboy and launch the cook’s roast, but coyotes grab the roast and they return home hungry to find their porridge missing—blame shifts to the missing horse.

Minnie turns chairs into playground props, trampolines, and even a makeshift mountain. She builds an armchair chariot pulled by neighborhood dogs, crashes, and is dragged to the shop to buy a new chair. In the shop she crashes into a reclining chair that locks her in place, much to her dad’s delight.

Dennis’s dad misses a doctor’s appointment because of his bandaged wrist, so Dennis offers to take him there in a homemade cart. The ride is rough; Dad is bumped, soaked, and even run over, but they still reach the appointment and the wrist appears fully healed, save for the bandage.

Plug is mocked as the ugliest boy in Bash Street. A plan to make him handsome backfires as a mask proves insufficient and the Keeper traps the class in a snowball and launches them into Lake Beautiful in Tibet. They encounter a strange igloo Burger Bar and, guided by monks, reach the lake where most students metamorphose into Plug-like faces, while Plug himself is spared.

Ted’s cave reveals a baby dragon, later named Scorcher, who is put to work finding food for the bears. Scorcher burns the wall of Hank’s store to reach a chicken and helps cook it back home, but the dragon’s indigestion scorches Pa’s face by accident.

Dennis and Gnasher catch the scent of sausages; Dennis traps them by spear-throwing over the neighbor’s grill, and Gnasher retrieves the sausages along with the stick, sparking a chaotic neighborhood scramble.

Minnie longs for the apples on her dad’s tree but is forbidden to take them. She shakes the branches, stomps around, and even throws a ball to knock apples loose, resulting in apples raining down as her dad looks on with a mix of exasperation and amusement.

Spotty falls into Olive’s pea soup and is mistaken for a martian. Teacher insists on seeing the martian’s ship and ends up in a dump truck, only to discover Spotty is the supposed alien. The other ‘martians’ turn out to be kids in green paint, part of a ceiling-painting punishment misdirection.

Dennis pursues a vigilante known as the Pink Glove, who tidies up Dennis’s room and trims Gnasher’s sty. The Pink Glove uses a sock-filled glove to outwit Dennis and even decorates the room overnight. The Pink Glove is revealed to be Walter’s mum, as Dennis pieces together the clues and traps the culprit with the softies’ bait.

Minnie meets fans who want to be just like her and leads them through chaotic stunts. She uses a balloon full of hot air to launch a boy into a duck pond while she stays weighed down, sparking chaos across Beanotown. The sergeant chases Minnie up a lamppost, but her dad arrives with a paper airplane to bring her down, leaving the fans idolizing him instead of her.
