In the mysterious and fog-laden streets of London, journalist Sonia Winter uncovers the secretive operations of Assassination Bureau Limited. This discovery ignites her determination to dismantle a syndicate that threatens societal safety.

Sonia sets a hefty bounty of £20,000 for the assassination of the Bureau's chairman, Ivan Dragomiloff. This bold move is arranged through her influential patron, Lord Bostwick, marking the start of a dangerous game.

Surprisingly, Dragomiloff does not take offense at Sonia's contract. Instead, he sees it as a chance to restore the Bureau's original mission of targeting tyrants and accepts his own assassination to test his assassins' loyalty.

Sonia and Dragomiloff embark on a perilous adventure across Edwardian Europe. Their journey begins in Paris, where Dragomiloff disguises himself as Le Comte, leading to a chaotic escape from a police raid at a brothel.

During the escape, Sonia is apprehended while Dragomiloff narrowly avoids capture. Their separation sets up more dangerous encounters as they continue their fight against the Bureau.

On a train to Zürich, a waiter named Popescu attempts to kill Dragomiloff. Using his cunning, Dragomiloff sends the attacker flying from the train by using fiery brandy, showcasing his quick thinking.

In Zürich, amidst growing chaos from a mistaken terrorist scare, Dragomiloff decides to plant a real bomb. The resultant explosion tragically kills bank manager Weiss, deepening their conflict with the Bureau.

As they witness a grand military parade in Vienna, Dragomiloff laments the fate of the Archduke and suggests that the Bureau's original mission could have prevented such tragedies. This conversation hints at the gravity of their quest.

In Venice, the plot thickens as Cesare Spado, a Bureau member, is killed by his wife, Eleanora, in a misguided attempt to aid Dragomiloff. The ensuing chaos leads to multiple threats against Sonia's life.

After losing support from her husband, Eleanora attempts to leverage her knowledge of the Bureau for payment. However, her desperate move results in her execution ordered by General Pinck.
