Pallavaram Paranjothi Pandian attends a clerk's interview but is rejected because he cannot pay the bribes demanded by officials. The humiliation exposes the systemic bribery that blocks honest work. This opening scene establishes the film's critique of corruption in government hiring.

Iniyan and his friend also fail their interviews for CBI and police postings due to lack of bribe money. They realize that corruption blocks the path to public service for capable people. The setback seeds resentment and questions about merit.

Iniyan's father, Porchelvan, a CBI office clerk, wants his son to become an officer. He pleads with higher officials to secure his son's posting, hoping for a legitimate career path. His desperation foreshadows the lengths people go to navigate a corrupt system.

Uthaman, a senior official, is exposed as a corrupt figure who demands bribes during raids. Porchelvan responds by writing an anonymous letter to expose the corruption. Uthaman learns of the letter and vows retaliation.

After learning of the anonymous complaint, Uthaman humiliates Iniyan at the next interview and again pressures him for bribes. The humiliation leaves Iniyan and his father dejected, and Iniyan's friend succumbs to despair and commits suicide.

Depressed but resolute, Iniyan decides to loot money from the corrupt and the rich to fund reform and ensure deserving people get postings. He forms a gang and begins heisting while posing as CBI and income tax officers. The plan blends vigilante justice with criminal methods.

The CBI assigns Kurunjivendhan to investigate and capture the thieves who pose as officials. His involvement introduces a legitimate law-enforcement counterforce to Iniyan's operations. The pursuit escalates tension between the fake investigators and the impostor officers.

Amid the turmoil, Iniyan falls in love with Madhu, who accepts his proposal. The romance adds personal stakes to his crusade and complicates his dual life as a reformer and thief. Madhu's support gives him a human motive beyond ideology.

The gang stages a fake CBI interview to lure targets and plans a raid on a jewellery shop. The audacious operation highlights the blurred ethics of their reformist mission. It also showcases the growing sophistication of their criminal scheme.

Uthaman and Kurunjivendhan confront Iniyan and his crew. Although Iniyan is captured, Kurunjivendhan admires his struggle against corruption and offers him and his gang positions as police officers. Iniyan refuses, believing greater good can be achieved by continuing his methods.

Kurunjivendhan reveals that the police forces under his command are actually men Iniyan had installed with the loot from his heists. The twist underscores the moral ambiguity and the depth of systemic corruption. Iniyan manages to escape the confrontation.

With the truth exposed, Iniyan slips away to continue his reformist vigilante approach. The ending hints that the cycle of corruption and attempted reform is perpetual, leaving Madhu's fate and the outcome of his crusade unresolved.
