In Tokyo, Yukishiro Enishi, [Mackenyu], leader of the Shanghai mafia, arrives in a bid to hunt down the legendary former government assassin Himura Kenshin [Takeru Satoh]. He and his strike team, each nursing a personal grudge against Kenshin, unleash a brutal assault on the city, beginning with a cannon blast that devastates the Akabeko restaurant and claims innocent lives. Amid the chaos, Kenshin uncovers a cryptic note etched with the characters jinchū (人誅, lit. “human judgment”), a grim clue that signals the depth of the vendetta pursuing him.

Enishi wastes no time in targeting Kenshin’s world. He sends one ally to destroy the Maekawa Dojo and another to terrorize the Chief of Police’s home. Sanosuke Sagara [Munetaka Aoki] speeds toward the Maekawa Dojo, while Kenshin goes to assess the police chief’s safety and fends off Enishi’s nimble assailant in a display of swift swordswork. The trail of violence widens as Enishi confronts Kenshin in a chance encounter and declares his ultimate goal: to force Kenshin to relive the pain he felt when his sister, Tomoe, was lost to him.

Kenshin’s closest allies—Kamiya Kaoru [Emi Takei], Sanosuke, Myojin Yahiko [Riku Onishi], and Takani Megumi [Yu Aoi]—are brought into the loop as he opens up about a past that still haunts him. Fifteen years earlier, while some of his choices were shaped by the Imperialists, he fell in love with Tomoe Yukishiro [Kasumi Arimura], who, unbeknownst to him, served as a spy for the Shogunate and, in a separate thread of tragedy, was the fiancée of Akira Kiyosato [Masataka Kubota], the man who gave Kenshin his first scar and was killed by him. The revelation of Tomoe’s tangled loyalties—and the double-edged heartbreak she carried—casts Kenshin’s memories in stark relief and deepens the moral weight of Enishi’s vendetta.

Oniwabanshu warriors Shinomori Aoshi [Yûsuke Iseya] and Makimachi Misao [Tao Tsuchiya] arrive to help, bringing with them Tomoe’s diary, a fragile testament to the love and loss that shaped Kenshin’s present. Saito Hajime [Yosuke Eguchi] and his troops are drawn into Enishi’s web when Cho Sawagejo [Ryosuke Miura] sets a trap, revealing the mafia’s influence over the violence consuming Tokyo. Enishi’s forces widen the devastation, bombing districts across the city, and Shinomori is wounded in the crossfire while Kenshin defeats the man responsible for the Akabeko attack. With time running short, Kenshin steels himself to confront Enishi and redeem himself for Tomoe’s death. Heishin shoots Kenshin, but Kaoru hurls herself into the line of fire and Enishi steps in, taking the bullet to protect her and overpowering Heishin until Kenshin can intervene, grateful for Enishi’s final act of courage.
