During World War II, Commander "Rich" Richardson assumes command of the submarine USS Nerka, driven by a desire to avenge the loss of his previous vessel and its crew to Japanese forces. His intense focus on retribution creates friction within the submarine's ranks, particularly with Lieutenant Jim Bledsoe, who questions Richardson's methods and authority. As the Nerka undertakes dangerous missions in the Pacific, the conflict between the commander and his subordinate threatens the crew's morale and the success of their operations.
