In a near‑future world slipping into ecological ruin and authoritarian rule, Saiga Riki‑Oh, a lone fighter marked by a six‑pointed star on his fist, is sentenced to three years for assault and sent to the privately run Tokyo State Prison. There he openly challenges the Four Emperors, four dominant inmates who control the facility and keep the other prisoners in line.
