In 2117, a vehicle crashes into the Public Safety Bureau, revealing the driver to be Izumi Yasaka, a counselor from the Sanctuary, a facility for latent criminals. Tasked with escorting Yasaka back to Aomori Prefecture, Inspectors Mika Shimotsuki and Nobuchika Ginoza uncover a hidden and unsettling situation known as False Paradise.
