The events of Promare take place thirty years after a catastrophic event known as the Great World Blaze. This period is marked by the emergence of humans with pyrokinetic abilities known as the Burnish. The world is recovering from devastation and grappling with the aftermath of mass spontaneous human combustions, leading to a societal divide between the Burnish and the rest of humanity.

Promepolis is a futuristic city that serves as the primary setting for the story, where the firefighting group Burning Rescue operates. The nearby frozen lake is pivotal as it conceals a laboratory underneath the ice, which reveals critical information about the Burnish. Additionally, a volcano plays a pivotal role in the climax, serving as a site of transformation and conflict.
