US authorities decide to repurpose the immobilized spacecraft as the core of a new Moon base, turning a crisis into a strategic opportunity. The plan requires close coordination between the Moon's surface operations and Earth command.

General Greene has a private talk with Moore about the emotional and strategic implications of their isolation for weeks or months. He warns that public opinion, the Space Force, and the President may expect them to marry.
