In 1955 Vienna, Falke moves through the black-market underworld, dealing champagne and caviar among the Allied powers. His discreet access to high society explains how he moves freely among the upper echelons. This background sets the stage for the night's social games.

After a costume party, Colonel Gabriel Eisenstein plays a prank by depositing Falke asleep and dressed as a bat in the lap of a patriotic Russian statue. The statue is discovered the following morning by irate Russian soldiers, nearly leading to Falke's arrest. General Orlofsky intervenes to spare him.

Falke hatches a revenge plot, planning an elaborate practical joke that involves Orlofsky, Major Frank, Rosalinda, and Adele at a masked ball. The scheme relies on disguise and mistaken identities within Orlofsky's circle. It promises to turn the evening into a theater of deception.
