A prophecy foretold that in the years 2020 and 2023 two lights would fall from space—one white, one dark. In summer 2023 the lights arrive over Kasukabe; the white beam grants kindergarten‑aged Shinnosuke a super‑power, while the dark beam empowers Mitsuru Hiriya with psychic abilities. Hiriya seeks worldwide destruction, setting up a bizarre showdown between the powerful rogue and the cheerful child.
