In 1987, two young boys in the Philippines, Ang Tsai and Ah Dee, are suddenly targeted by abductors. Although Ah Dee manages to rescue Tsai, he is seized by the captors, setting a traumatic seed that will echo through the years.

Fast forward to 2019, when a businessman named Miu Kwok Ming ([Jimmy Au Shui-Wai]) drives his car into a crowded area, leaving 18 injured and 5 dead before crashing into a bus and taking his own life. The tragedy is later revealed to be the result of blackmail by a terrorist network. In parallel, Superintendent Yip ([Francis Ng Chun-Yu]) and Chief Inspector Ching ([Nick Cheung Ka-Fai]) arrest a female journalist and hacker, Yiu Ho Yee ([Jiang Pei Yao]), who claims the organization is an international terrorist force that abducts children to turn them into spies embedded in police forces around the world. To keep the case in check, Cheng Chun-Yin ([Louis Koo]) tries to take the lead, but the police commissioner immediately sets up a special task force to hunt double agents and expose the truth.

An international operation unfolds in Myanmar and Navarre, but it falters when Yiu’s ally, Bill ([Liu Yuning]), is killed in a bombing as a terrorist steals a crucial hard disk. Ching and Cheng pursue the thieves, and in the chaos, Cheng appears to be killed by an explosion. Yet the hard disk proves to be empty, and Mr Tung ([Huang Zhizhong]) is revealed to be chasing the same information for his own purposes.

Cheng returns to Hong Kong and corners Yiu, suspecting her of lying to the authorities. On their way to the police station, their unit is ambushed, and only Cheng and Yiu survive. Another operation soon captures them both, and Cheng is confronted by Ching. In a tense exchange, Ching realizes Cheng is actually Ang Tsai, while Ching himself is Ah Dee, a startling revelation that reframes their years of conflict. Cheng flees home, and a chain of flashbacks reveals his past: he was once recruited by Mr Tung’s terrorist network, and five years earlier Mr Tung had captured his family’s safety while killing Emma ([Jacky Cai]) to punish him, sparing Cheng’s daughter, Ching Ching ([Chilia Wong Ching-Wan]). When Cheng returns to fetch Ching Ching, the world outside is watching.

Meanwhile, Yiu is taken to a secret task force led by the police commissioner and the head of the force, where it’s revealed she once had a younger sister who was kidnapped and killed by the organization she is trying to expose. Her motive is deeply personal, and Mr Tung is keen to unlock her locked database by any means. Ching pleads for leniency toward Cheng because Cheng had saved him that day, but the plot thickens as Mr Tung reveals that his target is Yiu’s information.

The plot thickens with a staged meeting arranged by Mr Tung’s enforcer, Demon ([Zhang Yichi]), designed to lure Yip into a trap and draw out Yiu. The meeting is compromised by Demon, and Yip dies in Ching’s arms after asking whether an operation is ongoing. Afterword, Cheng travels to Spain to await further orders, hoping to secure his and his daughter’s release. Mr Tung’s coercive grip looms large, and the ITF follows him there, with Yiu as the central pawn in a dangerous game.

The next day, an operation is set in motion to safeguard Yiu at a safe house. Ching arranges a meeting with Cheng and Demon, while Mr Tung issues a stark ultimatum: if Yiu isn’t handed over, Hong Kong will be bombed. The incident erupts into a brutal siege as the terrorists raid the safe house, and an iris scan of Yiu is completed. A fierce shootout ensues, with Ching narrowly escaping and contacting Mr Tung to reveal that the iris scan video was a planted virus. The footage, which appears to show Yiu captured, is revealed to be a decoy; the real Yiu is still in play, and the terrorists who pursued her are ambushed and eliminated. Enraged, Mr Tung orders Yiu’s death.

In a tense break, the van carrying Yiu is attacked. Before she dies from Mr Tung’s command, Yiu reveals two critical truths: Tung’s true headquarters are in Hong Kong, not Spain, and the precise locations of the bombs. Rapid police action leads to disarming the explosives and crippling Tung’s network, and Tung is killed during a raid on his Hong Kong base.

Cheng and Ching close in on Demon in a final, brutal confrontation. They reveal that they had been communicating through a Rubik’s Cube to guide Ching Ching to safety, and Demon pursues them in a violent car chase. The trio collide, leaving Cheng gravely injured as he and Ching fight to protect their ally. In a climactic struggle, they overpower Demon and push him toward a bull in a charging plaza, which fatally maims him. The price of victory is high: Cheng and Ching die from their injuries, but Ching Ching is saved. The film closes with the police rounding up moles and moving to rescue other children from the terrorists’ network.
