A rumour threatens the peaceful port of Port-Vendres, home to 280 municipal employees. The Mayor and his department head, a Parisian educated at a prestigious business school, are allegedly planning staff reductions. This sparks unrest among the predominantly unified municipal workers, who organize a response. A national secretary arrives to advise, and together they decide on a historic action: a strike that will shake the small community.
