Captain Dada, Akshaye Khanna, is a local hooligan working for Karla and responsible for collecting protection money from the people in his neighborhood. A lawyer named Anand Jackie Shroff moves into the area and refuses to pay, which immediately sets Karla on edge and pushes Captain Dada to settle the score quickly. In a bid to force compliance, Captain burns Anand’s motorcycle; Anand refuses to bow out, and the two men clash in a tense showdown. Captain Dada’s raw bravado meets its match in Anand’s calm resolve, and the confrontation ends with Captain being beaten down by the consequences of his own recklessness.

To retaliate and reassert control, Captain attempts to steal a motorcycle for Anand after Anand’s son complains about having to haul a heavy bag to school now that the bike was burned. Anand declines the offer, and when the police arrive to arrest the gang, they are bailed out before the complaint can even be formalized. Karla’s anger flares up again, pushing Captain to press the matter with even more force, and this leads to a brutal beating of Anand by Captain and his crew.

Kavita [Dimple Kapadia] confronts Captain, setting up a tense moral crossfire between the two. Captain later visits Anand in the hospital, but Anand sends him away. In the meantime, Captain crosses paths with Anshu [Manisha Koirala], who works with Anand, and he introduces himself to her as Vijay. Their conversations spark something in Anshu, and the pair begin to develop feelings for one another. Anand, noticing Anshu’s distraction, asks her to arrange a meeting between Anand and his supposed boyfriend, hoping to clear the air. That conversation reveals the truth to Anshu, breaking her heart and ending her relationship with Anand. Earlier, Vijay had asked Karla to grant him a fresh start for Anshu, implying he would, but in truth, he did not.

With Anshu and Anand’s relationship dissolved, Karla and his right-hand ally decide to engineer a match between Raj Kalra [Parmeet Sethi] and Anshu, leveraging Anshu’s connection to the police commissioner. Karla also sends another man to collect protection money in Vijay’s locality, prompting Vijay to fight back against this new menace. The tension escalates when the Commissioner Mehra [Pramod Moutho] has Vijay jailed after learning of Karla’s machinations. Kavita asks Anand to intervene and secure Vijay’s release, and Anand, seeing Vijay’s genuine desire to reform, frees him.

Vijay and Anshu eventually meet again and decide to run away together. Pushpa, Anshu’s aunt who has always protected her, even confronts the situation with a gun, urging them to flee. The Commissioner orders a crackdown, and an Inspector [Raza Murad] moves to arrest Vijay and Anand. News reaches Karla and Raj, and a tragic confrontation erupts on the road. Raj is killed in the chaos, and the Inspector’s intervention leads to a chaotic standoff as the situation spirals out of control. Meanwhile, Anand gathers his wife and son to safety, while he and some of Vijay’s friends battle Karla’s goons. Amid the fighting, Addha falls, losing his life in the struggle. Karla finally captures Anand and takes him to the hospital as the authorities close in. The clash at the hospital draws in the police and Commissioner Mehra, and in the end, Karla is brought down by his own schemes and is hanged. The film closes with the remaining characters united, hopeful, and together.
