Kengo Inō is secretly a member of the Blood Tribe, an extraterrestrial race allied with Evolto. His anti-Kamen Rider propaganda campaign on inauguration day is part of the Blood Race's plan to eliminate Sento, whom they view as a significant obstacle to their goal of destroying Earth.
Inō's rally immediately following the civil war's end hints at his hidden agenda.
Ryūga was abducted by Mitsuomi Gōbara, who provoked Sento into fighting during a confrontation at Nascita. While Ryūga was distracted, Gōbara infected him, brainwashing him into attacking Sento as Kamen Rider Cross-Z and ultimately forcing him to hand over his Hazard Trigger to Inō.
Gōbara's revelation about being responsible for Kasumi Ogura's death sets up the confrontation.
Kamen Rider Blood is formed when Inō uses the Hazard Trigger alongside his Cobra Lost Fullbottle and Ryūga's Great Cross-Z Dragon. This combination allows him to absorb his kin, the other Blood Tribe members serving as governors, greatly increasing his power.
The Build Annihilation Plan was introduced immediately after the Blood Race revelation.
The Blood Race, led by Evolto, has destroyed numerous planets before arriving on Earth. The governors of Touto, Hokuto, and Seito are secretly Blood Tribe members who manipulated Japan's post-civil war reunification to advance their plan of planetary destruction.
Evolto is described as having served as a co-conspirator in manipulating events toward Earth's destruction.
The Pandora Box is a powerful artifact sought by the Blood Tribe. Inō needs it to destroy the world, and he offers to trade Ryūga for it. When Blood merges the Hazard Trigger with the Pandora Box, he threatens to destroy the planet at its core.
Sento's dream of Takumi Katsuragi's memories references the Skywall Disaster connected to the Pandora Box.
Vernage merges Ryūga's Silver Dragon Fullbottle with Sento's Genius Fullbottle and the Gold Rabbit Fullbottle to create the Cross-ZBuild Can. This allows Sento and Ryūga to merge into Kamen Rider Cross-ZBuild, a powerful fused Rider form that combines their strengths.
Sento realizes their Fullbottles together could destroy Evolto and his kin before Vernage's intervention.
During a metaphysical conversation, Sento confronts his past self Takumi, who laments failing to honor his father Shinobu's request. Sento argues that Project Build allowed them to protect their friends and insists Ryūga is essential to defeating Evolto, reaffirming his resolve.
Sento's dream contains memories of the Skywall Disaster where his father mentioned Ryūga.
Inō's successful propaganda campaign during inauguration day convinced the public that Kamen Riders are reminders of the civil war's horrors. Even after Blood's defeat, the public's fear persists, though Sento remains determined to protect those who can build a better future.
Inō's rally at the very beginning establishes the anti-Rider sentiment as a recurring theme.
After studying how to reproduce the Cross-ZBuild fusion, Sento is teleported by a white Pandora panel into a battle between various Kamen Riders and their enemies. A mysterious rider in Build Armor introduces himself as Kamen Rider Zi-O, setting up a crossover with the Zi-O series.
This cameo directly connects the Build movie to the larger Kamen Rider crossover universe.
