Amar is an educated but underemployed young man who faces constant moral compromises as qualified jobs remain out of reach. A new politician, Shankar Narayan, promises an end to corruption but is publicly rejected by a hostile crowd. Amar unexpectedly rescues Shankar from a mob attack, earning his respect. Impressed by his bravery, Shankar offers to train Amar to become a police officer.

After years of training, Amar clears the IPS exam and is posted as an ACP, beginning his career as an honest officer. He takes charge with integrity, vowing to clean up the system despite resistance from powerful interests. His early days on the force set the tone for his confrontations with corruption.

Amar meets Asha, the daughter of wealthy Seetharam, and they fall in love. Seetharam agrees to the relationship after Shankar's insistence, recognizing Amar's sincerity. The romance unfolds amid political maneuvers and growing public attention.

Amar uncovers a crime network that surprisingly includes Shankar and Seetharam as participants. He is blackmailed when a photo shows him handing a briefcase to Seetharam's partner, who is revealed to be the international smuggler Richard Louis. Under pressure, Amar is coerced into collaborating with the syndicate.

Seetharam orders Amar to retrieve diamonds from Richard Louis and to aid his escape from the police. Amar completes the assignment and kills Richard Louis, gaining immense popularity with the public. The act solidifies the syndicate's influence while tarnishing Amar's conscience.
