Two power players in Cobra’s ranks blame one another for the organization’s failures—Cobra Commander Christopher Collins and Serpentor Richard Gautier—while a hidden civilization, Cobra-La, manipulates events from the shadows. In the Terror Drome, a revelation from Cobra-La’s emissary Pythona Jennifer Darling upends the balance of power, showing that Cobra-La inspired the creation of Serpentor through dream manipulation engineered by Doctor Mindbender [Brian Cummings]. Urged by this history, Serpentor hatches a plan to seize G.I. Joe’s latest weapon, the Broadcast Energy Transmitter (BET), and turn the tide in Cobra-La’s favor.

Cobra launches a bold strike as the Joes test the BET high in the Himalayas. The Joes awaken their automated defenses and, in a clash that tests loyalties and nerves, Serpentor is captured and Cobra Commander orders a retreat. The retreat leads Cobra Commander to stride into Cobra-La, the underground citadel that serves as the faction’s unholy headquarters, where Golobulus [Burgess Meredith] lays out the grim mission: unleash mutative spores into space and use the BET to hatch them, dooming humanity and reclaiming the Earth for Cobra-La.

Back with the Joes, General Hawk [Ed Gilbert] scolds the reckless Falcon avatar for skipping training, and Falcon is confined to quarters before court-martial. Yet the story pivots toward new recruits who will redefine the team: the clumsy but capable Jinx, Shuko Akune; Law (and his dog Order); the powerhouse Big Lob [Brad Sanders]; the EOD expert Tunnel Rat [Laurie Faso]; the undercover trooper Chuckles; and Duke’s impulsive half-brother, Lt. Falcon Don Johnson. The rookies instantly begin to prove their value as the Joes prepare for the coming fight.

Inside Cobra-La, Cobra Commander is put on trial, and Golobulus unveils his long game: destroy humanity and restore Cobra-La’s ancient dominance. The royal court also exposes the fate of Cobra Commander—transformed by spores after the trial—and he flees with Roadblock, forcing a tense shift in the conflict. To temper punishment, General Hawk reassigns Falcon to the “Slaughter House,” where Sgt. Slaughter trains him along with the Renegades—Mercer [Kristoffer Tabori], Red Dog [Poncie Ponce], and Taurus [Earl Boen]—to operate weaponless recon missions and uncover Cobra’s broader scheme.

From their hidden outpost, the Renegades uncover that the Baroness has traced the BET, and a daring night assault on the Terror Drome yields crucial intel. As the battle rages, Serpentor’s forces hunger for a decisive blow, while Falcon and the other recruits press their unity. A key moment comes when Falcon, Jinx [Shuko Akune], and Sgt. Slaughter clash with Golobulus, Pythona, and Serpentor within Cobra-La’s lair. The confrontation culminates with Pythona and Nemesis Enforcer appearing to fall to their presumed doom, while Falcon takes decisive action to disable the spores and reconfigure the BET to incinerate them in space.

In the aftermath, the Joes rally their fallen courage and push the mission to a climactic conclusion. The spaceborne threat is neutralized, Cobra-La’s menace is toppled, and the immediate danger to Earth is averted. As the dust settles, Duke [Michael Bell]—who had been sidelined by the coma-inducing events—begins to recover, signaling a cautious but hopeful note for the rebuilding of the team and the road ahead for the next generation of Joes.
