G.I. Joe: The Movie

Cobra-La is a hidden underground civilization of serpentine beings that was banished from Earth millennia ago. Their leader Golobulus explains the civilization is 40,000 years old and that they were forced into exile long ago. The snake people have been secretly manipulating events on the surface world, inspiring Doctor Mindbender to create Serpentor as part of their plan to reclaim the planet.

Early scenes show Pythona secretly influencing Cobra's leadership from within the Terror Drome.

Serpentor was created by Doctor Mindbender, but the true origin comes from Cobra-La. Pythona reveals that Cobra-La inspired Doctor Mindbender through dream manipulation to fashion Serpentor.
