During an illegal card game, a young street urchin named Kid witnesses a horrifying massacre executed by mobsters Flattop and Itchy. This brutal act marks the beginning of a dangerous reign of terror orchestrated by Alphonse 'Big Boy' Caprice and his gang.

Detective Dick Tracy catches Kid while he is attempting a petty theft and feels a sense of responsibility towards the boy. Tracy decides to take Kid under his wing, offering him protection from the violent world of crime surrounding him.

In a power move, Big Boy forces Lips Manlis, the club owner, to surrender the deed to Club Ritz. Following the deed's handover, Lips is murdered, and Big Boy claims Breathless Mahoney as his new lover.
