Narcoterrorist and cartel boss Ramón Cota commands a brutal cocaine empire that saturates the United States, pooling wealth from crime and corrupting the country’s youth. This brutal grip fuels a rising feud between the DEA and the regime in his homeland, San Carlos, drawing international attention to the drug trade and the political protectors who enable it.

At a Rio de Janeiro carnival-style private party that Cota attends, an undercover task force of DEA operatives is shadowing the operation. The party looks festive, but it becomes deadly when Cota’s hitmen—masquerading as carnival performers—open fire, massacring the surveillance team. The Rio fiasco triggers a drastic shift in strategy: the DEA seeks the help of Delta Force to infiltrate San Carlos and dismantle Cota’s operation from within, aided by an inside contact inside the cartel.

General Taylor orders Col. Scott McCoy to assemble a daring plan, with Major Bobby Chavez acting as his right hand. The two operatives pose as airline passengers to intercept Cota as he travels to Geneva to launder money, and for a moment it seems they have him in their grasp. Yet Cota’s resources prove too vast: he posts bail and escapes, leaving Chavez enraged and the crew frustrated at the limits of legal pursuit.

In a painful turn, Chavez’s pregnant wife falls prey to a calculated move by Cota, who aims to punish Chavez for failing to bring him in. Chavez is captured by Cota’s forces, tortured, and killed, turning the mission from capture to vengeance. As a wave of hostages taken by Cota’s men triggers a tense public display, officials cite internal turmoil in San Carlos—President Alcazar’s fear of a coup and a government apparatus that benefits from the drug trade. The country’s generals quietly align with Cota, complicating any extradition or crackdown.

With the clock ticking, McCoy undertakes a high-stakes rescue mission. parachuting into San Carlos, he threads a stealth operation to reach the hostages while Taylor and the rest of Delta Force provide support from the air. A parallel effort by San Carlos forces aims to stage a drug raid that could undermine the American intervention, a move that forces Taylor to break protocol. His heavily armed gunship descends into the fray, provoking a spirited response from San Carlos troops.

McCoy manages to release the captives, but Cota captures him and places him in a gas-filled chamber, sealed behind a glass pane. A timely rocket fired from Taylor’s gunship shatters the barrier, allowing McCoy to break free. The chase continues as Cota is pursued through the jungle by McCoy and the DEA, with Page, the undercover DEA agent, providing crucial aid. The climactic pursuit culminates when Cota is finally cornered in his armored limousine, and McCoy, aided by tactical support, brings the cartel kingpin to a dramatic confrontation.

The pursuit doesn’t end quietly. Cota’s bodyguards and a San Carlos attack helicopter harry the fleeing vehicle, but Taylor’s gunship intervenes once more, enabling McCoy to escape with his prisoner. Cota attempts to vanish into the wilderness, taunting McCoy with insinuations of impunity and mock invulnerability. He slips away for a moment, only to be left dangling—quite literally—beneath a rescue helicopter.

As the chopper ascends, the rope tethering Cota strains under the weight of his bravado. A machete-wounded rope finally gives way, and the cartel boss plummets from the height of the helicopter to his death below. In a final note of grim justice, McCoy’s team has toppled the cartel’s most powerful figure, and the United States Navy’s carriers pull away from shore, leaving behind a stark reminder of the costs of merciless leadership and the thin line between intervention and sovereignty.
