Darker resurfaces in Hong Kong, issuing death notices that specify when and how he will kill his victims. He carries out brutal executions regardless of victims reporting sightings to the police or receiving protection. The city tightens as investigators try to anticipate his moves.

Ten years ago, Darker orchestrates a mysterious explosion at Man Wah, the girlfriend of police inspector Law Fei and Yeung Tsz Bong. Man Wah dies and Yeung is left severely injured, while Wong Siu-ping survives as the sole witness with a burnt and disfigured face. The event casts a long shadow over the present investigation.

Darker returns and continues his brutal executions, prompting the police to form a special task force led by Chief Superintendent Hon Ho. Law Fei joins after his friend Cheung Kok Ming is targeted and killed by Darker earlier. Hon and Law collaborate with Wong to uncover clues, but their operations repeatedly fail to stop the murders.

Law, skilled in observation and analysis, begins to predict Darker's execution plans. Despite his foresight, he is always a step behind the killer, unable to prevent the killings in time. The relentless pattern deepens distrust within the task force.

As the killings continue, the second target, Hon Siu-hung, is killed in a van explosion despite police protection. The event strains the relationship between Law and Hon and hints at a broader conspiracy behind Darker's identity. Investigators begin to suspect internal complicity as well.

The police fail to save the third target, Pang Kwong Fook, who is linked to a prior pursuit of his partner. They locate Pang and disarm a bomb, but Pang's throat is found slit and the bomb reactivates, forcing the team to flee. The operation deepens mistrust between the police and their sources.

Law is arrested after the events, but Leung Yam—who believes in his innocence—helps secure his release. The team continues to chase Darker while dealing with internal suspicions. The investigation remains unresolved.

The fourth target is businessman Tang Wah, who is preparing to leave Hong Kong for safety. Law interrogates Wong again and pieces together that the real Wong died in the explosion; Scar Seven has been impersonating Wong to mislead Law. Law races to the airport to intercept the assassination.

Yeung Chi Bong orchestrates the warehouse explosion to kill Man Wah, while Wong is used to impersonate the real Wong to drive the murders. Man Wah detonates the trigger herself to sabotage Yeung's plan. Law discovers the conspiracy and works to stop Yeung.

Yeung is taken into custody but warns that the real Darker is still out there, revealing that he was a pawn for a powerful real estate developer using the killings to wipe out competitors. The mastermind remains unseen, keeping the city in suspense.

At the airport, Darker’s blackmail video threatens Hon to interfere. Believing he is confronting Darker, Hon shoots and kills a target, leading to his arrest. The line between justice and vengeance becomes blurred as the truth remains elusive.

In court, Law reveals Hon lied about Pang shooting Chiu. It is revealed that Hon accidentally shot Chiu during the Pang pursuit, not Pang. Wan confronts Hon and rejects his apology, deepening the personal fallout of the case.

Hon Ho and Yeung Chi Bong are charged for their crimes, while the police still search for the real Darker. Law concludes that Hon and Darker are not so different, highlighting moral ambiguity in pursuit of justice. The investigation ends with ongoing questions about the true mastermind.

The film closes with the realization that the real Darker remains at large, leaving a shadow over the city and an unresolved sense of justice. The police continue the search, and those who manipulated events face their consequences in time. The threat to Hong Kong lingers beyond the final frame.
