Lou Henry runs Kiddyland with Bud Flick, and they share their home with the two orphans, Duffer and Shelly. Miss Mayberry, a welfare worker, questions the suitability of their home for the children and begins steps to remove them. The mounting pressure sets the stage for a confrontation between the guardians and the authorities.

Bud owes $10,000 to Big Frank, who offers to forget the debt if Bud helps launder $200,000 stolen from a Chicago bank. The plan centers on meeting Mushie at Kiddyland to collect the money and a plane ticket. This arrangement pulls Lou into a dangerous scheme that will collide with the law.

Bud and Mushie plan to exchange the money at Kiddyland while Lou informs District Attorney Proctor of the setup. The DA arrives just as the deal is about to go down. Mushie reacts by hiding the money and preparing to act, escalating the danger.

During the tense moment, Mushie murders Proctor and frames Lou for the crime. Miss Mayberry uses Lou's arrest as leverage to seize the children from his home. The park becomes a front line in a widening criminal plot.

Shelly and Duffer escape Miss Mayberry and slip into the park, where they spot Lou being chased. They sprint to fetch help from the other children and relatives at the orphanage. The kids rally and head back to Kiddyland to aid in stopping the gang.

The children unleash a determined riot within Kiddyland, clearing the park of the criminals and foiling their plans at every turn. The gang's grip weakens as the police close in from all sides. The children's intervention also creates a public display that helps reunite the community.

The police arrest the gang and recover the stolen money, saving the day as the park is secured. The reward money is donated to the orphanage, providing aid for Duffer and Shelly. Bud and Lou share a sense of relief that the children are safe.

Seeing Lou as a positive role model, Miss Mayberry returns custody of the orphans to him. Lou and the children are finally reunited under his care, and the park's troubles begin to resolve. The ending solidifies Lou's reputation as a trustworthy guardian.
