Woodrow 'Woody' Wilkins, an imaginative comic book writer, dedicates himself to creating a realistic flying suit inspired by his comic book creations. This endeavor showcases his quirky personality and commitment to his craft, setting the stage for his future adventures.

Woody takes a daring leap from the Eiffel Tower in Paris to test his newly designed Condorman suit. Unfortunately, the flight takes a disastrous turn when a malfunction occurs, causing him to plunge into the Seine River, marking a perilous start to his escapade.

Following his mishap, Woody is approached by his friend Harry Oslo, who asks for his help on what he claims is a simple civilian paper exchange. Woody’s excitement grows as this leads him to Istanbul, where he unknowingly steps into a world of espionage.

In a local restaurant in Istanbul, Woody meets the enchanting Natalia Rambova, who initially appears as a simple civilian. Unbeknownst to Woody, she is actually a KGB spy who later reveals her true identity, complicating his mission.

As events unfold, Woody cleverly adopts the persona of Condorman, a top American agent, to navigate the precarious situation. His quick thinking ultimately leads to him thwarting an assassination attempt, saving Natalia's life and completing the mission.

Impressed by Woody's unexpected heroism, Natalia begins to reconsider her loyalty to her manipulative superior, Krokov. She ultimately decides to defect, insisting to the CIA that Condorman should be the one to assist her.

Inspired by his encounter with Natalia, Woody develops a new comic book character named Laser Lady, reflecting his admiration for her strength and charm. This creative spark fuels Woody's journey as he takes on the role of a real-life hero.

Woody receives a request from the CIA to escort a defecting Soviet agent codenamed The Bear, who he soon discovers is actually Natalia. He hesitates but agrees to the mission upon learning he will be equipped with gadgets inspired by his comic book designs.

Woody meets Natalia in Yugoslavia, where they face the threat of Krokov and his henchmen, including the dangerous Morovich. Woody's determination to protect her grows as they navigate the perils surrounding their mission.

The tension escalates when Morovich sabotages their mission, leading to Natalia's capture by Krokov's men in Monte Carlo. Woody is faced with the challenge of rescuing her while trying to outsmart the KGB operatives.

Despite the CIA deeming the operation a failure, Woody is resolute in his decision to rescue Natalia. He teams up with Harry, employing disguises as Arab sheiks to create a diversion at the Monte Carlo Casino, showcasing their ingenuity.

In a thrilling sequence, Woody utilizes an upgraded version of his Condorman suit to rescue Natalia, soaring through the sky to safety while evading Krokov and Morovich. Their escape on the custom Condorboat marks a significant turning point in their adventure.

The chase culminates in a tense confrontation on the water, where Morovich disobeys orders and meets his demise. Krokov, however, survives and vows to seek revenge, leaving the heroes with a sense of victory yet lingering tension.

Days later, Woody, Natalia, and Harry celebrate at a football game in Dodger Stadium. As the festivities unfold, a Goodyear Blimp hovers overhead, symbolizing Natalia's warm welcome to the U.S. and hinting at Woody's next adventure.
