British spy Finn McMissile infiltrates an oil rig controlled by a nefarious group of lemon cars. While on the rig, he discovers that they are loading an electromagnetic pulse generator disguised as a TV camera, which raises alarm bells about their sinister plans.

After learning about his comrade Leland Turbo's demise, Finn's cover is compromised, leading to a precarious situation. He cleverly orchestrates his escape by tricking the lemon cars into thinking he has been killed.

After winning his fourth Piston Cup, Lightning McQueen returns to the quaint town of Radiator Springs to relax with friends. However, his peace is disrupted when Italian race car Francesco Bernoulli challenges him to the World Grand Prix.

Excited about the challenge, Lightning sets off for Tokyo with Mater and friends to participate in the World Grand Prix, a prestigious three-race event organized by Sir Miles Axlerod. This event promises a showcase of exciting racing and new eco-friendly fuel.

During a promotional event for the World Grand Prix, Mater inadvertently causes a scene, including an embarrassing incident with wasabi. This draws unwanted attention to Lightning and sets off a chain of misunderstandings.

While attempting to save Mater from a brawl involving spy Rod 'Torque' Redline and lemon henchmen, Finn and Holley mistakenly identify Mater as the spy they are after. Mater's involvement leads him deeper into the chaos surrounding the World Grand Prix.

Tragedy strikes when spy Rod Redline is captured and killed by Professor Zündapp. Before his demise, Redline reveals that Allinol becomes unstable with EMP, escalating the stakes in the ongoing conflict involving Finn, Holley, and Mater.

The competition heats up during the race in Porto Corsa, Italy, where Mater inadvertently causes another explosion, leading to a multi-car collision. Lightning manages to secure a victory amidst growing controversy over the safety of Allinol.

Leading up to the final race in London, Axlerod shockingly revokes the Allinol requirement after the controversial Porto Corsa race. This decision sets a tense atmosphere as Finn, Holley, and Mater uncover plots against Lightning.

During the climactic London race, a malfunctioning camera reveals a hidden bomb in Lightning's pit area, adding tension to the already dangerous race. Mater springs into action to avert disaster as Finn and Holley seek to thwart Zündapp's plans.

In a critical moment, the residents of Radiator Springs rescue Finn, Holley, and Mater from the lemon cars. The ensuing chaos leads to the revelation of Axlerod as the true mastermind behind the World Grand Prix's disastrous events.

Following the confrontation and the arrest of Axlerod and the lemon cars, Mater is honored with a knighthood by the Queen. This recognition solidifies his transformation from an unlikely hero to a celebrated figure in Radiator Springs.

Mater returns to Radiator Springs, sharing thrilling stories of his international escapades with friends. As the town looks towards the future, they plan a 'Radiator Springs Grand Prix' to celebrate their heritage.

Although Finn and Holley invite Mater to join them for another mission, he chooses to remain in Radiator Springs, valuing his friendships above adventurous exploits. In a final act of cleverness, he hides rockets from the spy gadgets and zooms off into the sunset with Lightning.
