Federal Councillor Alois Mumenthaler, a grumpy, old‑fashioned politician, launches a strict anti‑drug campaign that collapses, alienating his party and wife. After being diagnosed with glaucoma and losing sight, his doctor says cannabis can help. Though an anti‑drug zealot, he must use it to avoid blindness and preserve his chance for surgery.
