Widowed police officer Eberhard Dobermann is obsessed with policing the streets and handing out fines, showing no leniency even toward his neighbour and friend Jutta Schmalbach. He cannot understand his daughter Karin’s romance with racing pilot Walter. Things get worse when Eberhard wins a VW Käfer at the annual police party, forcing him to learn to drive and pushing his instructor to the brink of a heart attack.
