CIA agent Kevin Pope embarks on a critical mission to recover a stolen suitcase bomb. However, the operation goes horribly awry, leading to his tragic death while working undercover as an antiquities dealer.

Following Kevin's death, the CIA discovers that he has a twin brother, Jake Hayes, who was separated at birth after their mother died during childbirth. Jake's early life was marked by a severe lung infection, leaving him with a challenging path to survival.

Jake Hayes struggles to make ends meet, hustling through various means such as chess games and scalping tickets. His girlfriend, Julie, frustrated by his lack of ambition, decides to move to Seattle for greater opportunities.

The CIA identifies Hayes as a potential asset and persuades him to step into his deceased brother's role. They begin training him for a crucial mission in Prague, aiming to capitalize on his unique connection to Kevin.

During Hayes' training, Agent Oakes expresses his skepticism regarding Hayes' capabilities. Despite the initial concerns about Hayes' demeanor, the CIA moves forward with the operation.

To draw out the individuals responsible for Kevin's death, Hayes is placed in his brother’s former apartment in Manhattan. This precarious living situation serves as a lure for those connected to the former mission.

While staying in Manhattan, Hayes faces a surprise attack but manages to escape unharmed. Seeking advice, he turns to his foster mother but is quickly intercepted by Oakes, who encourages him to continue the mission.

Hayes arrives in Prague to engage the individuals looking to sell the suitcase bomb while pretending to be his deceased brother. This encounter includes a run-in with Adrik Vas, an ex-Russian Army Colonel with ties to the Russian Mafia.

Back at the hotel, Hayes meets Nicole, Kevin's ex-girlfriend, who initially mistakes him for Kevin. Their dinner leads to miscommunication, but she eventually realizes the truth and continues her work with CNN.

Hayes partners with Oakes and manages to acquire the essential arming codes for the bomb through a deal with Adjanic. However, the situation rapidly deteriorates when Vas' associates betray him to a rival buyer from a terrorist organization.

As tensions rise, the terrorists realize they cannot detonate the bomb due to missing codes and subsequently kidnap Julie. Hayes, motivated by love, surrenders himself to the terrorists in a desperate attempt to save her.

The stakes escalate at Grand Central Station, where Hayes and the CIA team locate the suitcase bomb with an imminent countdown. A thrilling conflict erupts as Agent Oakes intervenes to save Hayes from the terrorists.

In a nail-biting climax, Hayes approaches the bomb to disarm it as Andre, a rival buyer, takes Julie hostage. With quick thinking, Hayes creates a diversion that allows him and Oakes to overpower Andre and successfully disarm the bomb.

In the film's poignant conclusion, Hayes visits his brother's grave to pay his respects at a memorial for fallen agents. This moment of reflection highlights the personal cost of the mission amidst the chaos.

During Hayes' wedding, Oakes humorously warns him about a vengeful criminal seeking retribution. The revelation that Hayes might be in danger adds a touch of anxiety, but ends on a light note as Oakes celebrates with him.
