Wang Shuangli, the ambitious deputy director of a local cultural centre, expects to be promoted to director. Instead, the authorities install Old Ma, a newcomer from the countryside, as the new head. Determined to retain power, Wang rallies his cronies and exploits bureaucratic channels in a prolonged campaign to oust the newly appointed director.
