Outside of town, Zatoichi Shintarō Katsu is asked to deliver a letter to a maid named Sen at Musashi Inn. He does so, and ends up sharing a room with a young woman named Saki, Miwa Takada. Saki is on a quest to find her father, the headman of a nearby village who disappeared while protesting against the harsh new government rule of the intendant Gorota Kajima, Akitake Kôno.

With the backing of the same powerful official, the town’s crime boss Jinbei, Kichijirô Ueda, squeezes the local vendors for an extortionate 40 percent of their takings. The pressure swells, and Jinbei’s men brazenly plan to seize Shinsuke’s sister Sen to force compliance, a move Ichi can’t let stand. Ichi’s quiet resolve and reputation for cutting through deceit put him in the middle of a dangerous power play, where every decision can tilt the town toward order or violence.

One night, Ichi overhears a secret meeting between Sen and the man who brought the letter, Shinsuke. The plot to cover Jinbei’s and the intendant’s crimes hinges on eliminating a rival, but Shinsuke is double-crossed and ends up jailed. He vows to remove Jinbei from the picture, a vow that only deepens the tension weaving through the inn, the streets, and the gambling house.

In Jinbei’s gambling hall, Ichi once again performs a signature feat: he splits weighted dice in two and recovers the genuine, fair dice from a hidden stash in the thrower’s top-knot—a reminder of his insistence on truth in a world built on manipulation. A back-room confrontation unfolds at a go table where the intendant resists, and Gounosuke, the intendant’s skilled bodyguard, tests Ichi with an impromptu iaijutsu display. The display ends with a dramatic severing of the sword-cane’s end and a near-miss when a thick block of wood collapses in half as Ichi steps away, underscoring the duel’s lethal stakes.

Saki, short of patience with Gosuke’s absence, travels toward Shimokawa but is abducted by Jinbei’s men. Ichi follows, and his presence makes the abductors reconsider, releasing her. They return to the inn, where Gounosuke awaits, demanding a rematch. Ichi declines, but Gounosuke is persistent until a midair strike—an airborne spinning top tossed by Ichi—lands, spins, and then splits in two upon contact, a cradle of skill that forces Gounosuke to accept a test of prowess. They share a drink, and Gounosuke reveals a quiet ache: as the third son of a minor lord, he desires only to face someone who can best him in a duel and gain meaning beyond his station. For Ichi, a simple wish to witness the new year’s sun atop Mount Myogi remains, but Gounosuke presses for a duel.

As the night unfolds, Ichi meets a town drunk who speaks in a battered voice of a son lost almost thirty years earlier while venerating the new year’s sun on Mount Myogi. The old man, named Giju, echoes a memory that unsettles Ichi, who cannot quite place the parallel to his own past, though the resonance lingers.

Later, Ichi accompanies Sen to confront Shinsuke. He calls Shinsuke a fool for treating his sister so cruelly. Jinbei’s men shadow them, and Ichi wades through their onslaught. Shinsuke is mortally wounded and, on his deathbed, confesses to Sen that he killed the village headman. The revelation intensifies the peril facing Saki, who must be kept safe from Jinbei’s reach as the boss plans to kill her.

With Gosuke’s betrayal of Saki’s route thwarted by the town’s shifting loyalties, Ichi confronts Giju, a moment that tests his empathy because Giju reminds him of his own father. Compassion wins out over vengeance, and the confrontation resolves with Giju spared—though the danger surrounding Saki remains.

As the dawn approaches, Ichi frees Saki from the guardhouse and heads into the snow for a final, brutal confrontation with Gounosuke.
