He suspects the device is only a decoy and that a real bomb lies elsewhere, but the real blast detonates, killing everyone inside.

Nettles and partner Art 'Fuzzy' Rice arrest a drug suspect. Ray spares a woman who pleads for her and her child, and Fuzzy urges him to address the demons behind his grief over his family. The pair surveil a warehouse, setting up the next phase of their case.

Inside the warehouse, Ray confronts a woman—Claire—and three men; a struggle ends with Fuzzy being shot by their leader as the suspects flee. Claire is arrested but remains tight-lipped about the others. The arrest intensifies the investigation into Swan and Vershbow.

The bracelet found on Claire is taken to the bomb squad, where Glass identifies detonation cord and Semtex inside it. The find links Claire to the bomb-threat network and steers the investigation toward Swan and Vershbow.

Swan, the mastermind, plans a massive bombing and orders Vershbow to deliver a bomb at gunpoint. The police corner the duo and Glass appears to foil the initial detonation, but Swan triggers several more bombs using a payphone.

Following Swan's warning, the attackers bomb a bar, escalating the threat to innocent civilians. The clock is ticking as the police and bomb squad scramble to respond to the escalating attacks.

To prevent further devastation, Ray convinces the police to release Claire and assigns her a tracking device to monitor Swan's movements. The risky decision puts Claire in a precarious position as the cat-and-mouse game continues.

Claire carries out a dangerous double-cross, disabling the tracking device and rejoining Swan's plans. Her loyalties shift as she again aligns with the mastermind behind the attacks.

Claire heads to a phone booth to activate the next device and detonates a car bomb in Swan's car. Glass and Ray realize she has been orchestrating the mastermind behind the ‘masterpiece.’

City Hall appears on television, and Ray deduces that Claire has been behind the plan. He and Glass sprint toward City Hall, splitting up to confront the threat from different angles in a race against time.

Inside City Hall, Ray is forced to disarm a bomb with coaching over the radio from Glass, who urges him to relax and honor his grief. The device proves to be a decoy, buying time for the real plan to be countered.

On the rooftop, Glass takes control and disarms the real bomb, ending the immediate threat to City Hall. The tense chase reveals Claire's central role and the cold resolve behind the ‘masterpiece.’

With the threat neutralized, the mastermind behind the plot is exposed and the city begins to recover. The truth about Claire's scheme stands as a sobering reminder of how far a single plan can reach.
