Drew Reynolds, an infamous hacker, is tracked by the CIA, captured after a tense chase, and presented with a stark choice by James Caan as Holden and Jack Kesy as Connelly: spend 30 years to life in prison, or join the agency to take down a greater threat. A dangerous program called Pantheon has the potential to seize control of the Internet and beyond, and the agency fears a skilled unidentified hacker could weaponize it for the highest bidder. If that happens, the world would be at the mercy of whoever holds the key. To seal the deal, the CIA offers him immunity on one condition: he must assemble his own team.
To that end, Drew agrees to work with a newly formed unit and handpicks three agents who had been written off as “Throwaways” because of stumbles or poor track records: Kevin Dillon as Dan Fisher, Katie McGrath as Gloria, and Christian Hillborg as Dmitri. With the mission looming, Holden and Connelly brace for a riskier hunt than any of them anticipated, and the group heads into dangerous territory where loyalties are tested and plans can unravel in an instant.
As the investigation unfolds, the team learns that the hacker is Teebs, a young anarchist who intends to sell the Pantheon key on the black market to the highest bidder, a pro-Soviet Russian defector named Konstantin. The broker behind the operation is Bashar Rahal, who funnels power and money to Konstantin, while the shadowy mastermind pulls strings from behind the scenes. The deeper Drew dives, the more unsettling the truth becomes: he had secretly manipulated the team selection, choosing the three throwaways precisely because their weak histories would make the mission seem doomed from the start. With an immunity deal already in place, Drew could simply abandon the challenge and drift back to working alone—but he doesn’t.
A violent setback soon follows: an assassination attempt on Holden shakes the operation, causing Connelly to disband the team, though he praises their performance and the unexpected competence they displayed under pressure. In the aftermath, the effort falls apart as Fisher, Gloria, and Dmitri depart in frustration. The setback proves costly when a planned raid fails, leading to the deaths of Connelly and his team, and revealing a new layer of deception: Bes, a chameleon agent posing as Teebs’s girlfriend, is revealed to be under Konstantin’s control.
With the situation spiraling, Teebs reactivates Pantheon at Konstantin’s order, plunging Bulgaria into blackout chaos. Erik, Drew’s ally and a cybersecurity colleague, digs up every detail he can to reveal Teebs’s network, while Holden identifies Bes as one of the assassins behind the earlier assault. Realizing the danger, Drew gathers the remaining team members and delivers an apology that becomes a rallying speech, convincing them to return and finish what they started. The team reunites, and they mount a daring infiltration of Konstantin’s headquarters.
Inside, Drew confronts Teebs and urges him to surrender the key, but the younger hacker attacks. In a tense moment, Teebs drops the key as Drew shoots him, destroying Pantheon’s core and forcing Drew to bypass hardwired encryption to restore Bulgaria’s power and prevent a lethal gas valve from failing. Gloria, Fisher, and Dmitri engage Konstantin’s guards in a sprawling, caper-filled confrontation. Gloria, with precise and fearless action, kills Bes, while Dmitri and Fisher combine forces to neutralize Konstantin and his soldiers with an RPG launch, sealing the operation’s success.
The mission ends with a triumphant note: Drew is正式 made an official CIA agent under Holden’s command, joining the now-reunited team as they prepare for their next assignment. A post-credits moment hints at Teebs continuing to wield Pantheon’s power, retrieving another key from a hidden strongbox, signaling that the threat may resurface in the future.
