Based on true events, it follows lawyer Eric C. Conn, who lived extravagantly in eastern Kentucky, until two whistleblowers exposed his scheme. Conn had orchestrated a massive government fraud exceeding half a billion dollars, one of the largest in U.S. history, and the investigation revealed only the tip of the iceberg, with more revelations to follow.
